The City of Inglewood General Plan consists of seven elements adopted over an extended period. These include Land Use (1980, with amendments in 1986, 2009, and 2016), Housing (2014), Circulation (1992), Conservation (1997), Open Space (1995), Noise (1987), and Safety (1995). Implicitly, they need to be updated to reflect current issues and opportunities facing the community, legislation, best practices, and other planning documents adopted by the City in the intervening years. The latter includes the Hollywood Park Specific Plan, Downtown TOD Plans and Design Guidelines, and Active Transportation Plan. There may be objectives to add elements or plan sections addressing other topics of community interest such as economic development, healthy communities, and climate change. The existing elements are printed as separate hard-copy documents and posted on the City’s website as pdf s. Each is lengthy and contains little graphic enhancement. Ultimately, they need to be updated using contemporary digital techniques for making them more accessible and user-friendly by the public, staff, and decision-makers.

Insights regarding issues and objectives that should be addressed in a general plan update will be gleaned through student research, as well as a meeting with City staff where they will share their ideas. As a precursor to this discussion, there are some obvious issues not addressed by the existing plan elements such as construction of the Rams/Chargers football stadium and surrounding entertainment district, construction of the light rail line and stations, redevelopment of Hollywood Park, and evolving community values and expectations.

We reviewed and critiqued the adequacy of the existing general plan, identified and developed a work plan to address the changes necessary to bring it up to date, and prepared a data base as the foundation for identifying planning issues and developing new plan goals, policies, and implementation programs. The second phase involved implementation of the work plan by preparing recommended content for selected plan elements and sections.
